\u200bIt\u2019s intoxicating. Every civil servant, business owner, and secondary school teacher is trying to buy a 500sqm plot “off-plan” before the price doubles.<\/p>\n\n\n\n
\u200bLast year, a diaspora client\u2014let’s call him Mr. Seyi\u2014contacted me from London.<\/p>\n\n\n\n
\u200b”Agent, I found this developer,” he said, excited. “They are selling plots in a premium estate right behind the Centenary City project. Only \u20a610 million per plot. The allocation paper says ‘C of O in process.’ If I buy five plots now, I can flip them for \u20a625 million each in two years.”<\/p>\n\n\n\n

\u200bThis is the oldest trick in the Abuja real estate playbook. Induced Urgency. They want you to pay so you don\u2019t have time to ask questions.<\/p>\n\n\n\n
\u200bAgainst my advice, Mr. Seyi paid for two plots\u2014\u20a620 million. He sent me his allocation letter and the receipt.<\/p>\n\n\n\n
\u200b”Oga, look at the papers. They are stamped and everything,” he texted me, triumphant.<\/p>\n\n\n\n
\u200bI looked at the documents. They looked perfect. In fact, they looked too perfect. The stamps were incredibly sharp, and the logo looked like it was designed by a graphic arts student.<\/p>\n\n\n\n
Unknown to Mr. Seyi that \u200bthe Estate was Vanishing a Estate.<\/p>\n\n\n\n
\u200bI drove down to the location.<\/p>\n\n\n\n
\u200bAccording to the map the developer gave, the estate was “adjacent to the main highway.”<\/p>\n\n\n\n

\u200bNo signboard. No gated entrance. Just thick bush, some cows grazing, and a very confused local farmer who had been farming that land for twenty years.<\/p>\n\n\n\n
\u200b”Estate?” the farmer asked, confused. “No estate here, Oga. This land belongs to my community.”<\/p>\n\n\n\n
\u200bThis is the Reality of “Pre-Allocation”<\/p>\n\n\n\n
\u200bHere was the reality:<\/p>\n\n\n\n
\u200bThe developer didn’t own the land. They had only applied for allocation. “C of O in process” didn’t mean it was almost ready. It meant they had submitted papers requesting the land, but the government hadn’t granted it.<\/p>\n\n\n\n
\u200bThe developer was pre-selling air.<\/p>\n\n\n\n
\u200bThey take money from fifty people, promising plots they don’t have. If the government allocation finally comes, maybe twenty people get land. The other thirty? Their money vanishes into a maze of “administrative fees” and unreturned calls.<\/p>\n\n\n\n
Mr. \u200bSeyi\u2019s \u20a620 million receipt wasn’t proof of land ownership.<\/p>\n\n\n\n
